It begins by articulating community needs and values and defining levels of service to meet those needs. Existing infrastructure and operational processes are updated, and new ones established to deliver the appropriate levels of services. Long term financial plans and pricing structures are developed to support and sustain the cycle. If costs become unaffordable, then needs and values are re-evaluated.
